Numbers are telling everything. Your lens is a true macro lens that means that at the closest focusing distance (31 cm from the sensor, 15 cm from the front) the lens is projecting the 1:1 image onto the camera sensor.
Your sensor has 23.6x15.8 mm, so at 31 cm focus dist. a fly with the length of 12mm will cover half of the image. You cannot go closer or you cannot magnify better.
Consider the depth of field also, f2,8 is good for portraits or far objects but around the closest focusing dist. you will need much closed apertures (above f8) and of course more light. Make some experiments with non-moving objects and with camera on tripod. In low light consider using longer exposures. For moving objects (insects) you need really powerful light sources and very closed aperture.
