Before you do that, go to Image - Image Size and set your resolution and measurements than save as an EPS. If it's too big, then repeat that step and make it smaller. You can make it any size you like using that tool. Photoshop is primarily an image editing program whereas Illustrator is a vector editing program. So maybe you should reconsider which programs you are using for which purpose, this will probably solve your problem. Photoshop has good vector capabilities but it isn't the primary purpose for which the software was designed. If you have Illustrator installed on your machine you should really consider getting to grips with it. It'll open up a whole new world to you! It's vector editing capabilities are far more advanced than Photoshop because that is what it was designed for. I hope I have helped. Colin posted in About size and EPS

I don't know if I understand your question 100% but it sounds to me like you need to either save straight out of Photoshop as an EPS or before doing that you need to decrease your image resolution before doing so. Generally you would do your vector illustrations in Illustrator and then transfer to Photoshop afterwards. Another thing you can do is export just your Photoshop vectors in Illustrator format right out of Photoshop. To do this you need to go to File - Export Paths To Illustrator. Make sure your objects are actually paths and not just selections. This action generates a little Illustrator file containing just the Photoshop vectors with no fills or strokes which you can open up, make your changes and save as any format you like out of Illustrator.
