Can I sign as both parent and photographer, and use the father as a witness?

I would have thought so.
You need the parents signature, the photographers and a witness. Just because you are the photographer and the parent and your husband is the witness that shouldnt cause any problems at all.

I guess there would be no other way, unless you have a friend who can act as a witness
