i have one set of city scene images that shot one by one at the same place and the same time(such as in ten minutes), that means all of the images are a little different. now the question is that may i contribute one image in the set to DT and another one to other agency?

maybe use "agency" is not accurate since i am an exclusive contributor. how about "use another one for commercial purpose or photo contest "?

If you are an exclusive photographer, then it means your portfolio can be represented and marketed by Dreamstime. You cannot sell the image through another agent, be it stock agency, online shop, exhibition etc. You can enroll your images in photo contests but you need to ensure the contest terms do not allow organizers to sub-license or re-sell your image. You can read more about the exclusivity terms here:

No, you cannot if this means selling the images via other agents or sale venues. If you are an exclusive photographer, you cannot sell your images, even if these are not uploaded on Dreamstime, via other agents. Hope this clarifies.

if the contest terms have one item like this:

"The Organisers retain the right to publish the Competition entries to congratulate the winners and to promote future events. Qualifying Entries may be published by the Organiser’s Sponsors, and/or their designees, licensees or affiliates (the "Authorised Parties") in magazines, on websites, or in any other medium, at Authorised Parties' discretion. By participating, all participants grant a license in the Qualifying Entries to the Authorised Parties, and acknowledge and agree that any Authorised Party may use the entries and a name credit and any other information as necessary, in any media now or hereafter known, without restriction, soley for the use of the promotion of the Competition. Authorised Parties will not be required to pay any additional consideration or seek any additional approval in connection with such use. In addition, each Winner shall, if required by the Organizer and/or Authorised Parties attend any prize presentation and participate in any advertising, promotional and publicity activities relating to or in connection with the Competition; and/or provide his/her original Identity Card / Passport for verification of proof of eligibility for receipt of a prize."

If I read these terms correctly, the images enrolled in the contest can be used "solely for the use of the promotion of the Competition". If this is the case, then you can participate in the contest even if you are an exclusive contributor. But it is better to check with the organizers and make sure you are fully informed of their terms.

No You can't, You can only sell images to a direct buyer, although is easier sold an illustration project than a photo. I asked about this difference to dreamstime last year and they told me I can do it.
Inkscape, gimp and other softwares
