The legislation effectively contravenes the Berne Convention on intellectual property as a human right, and deems it legal to strip an image of its metadata with all the consequences that this entails. The model release question is a different one. This is not just bad news for photographers: it's bad news for everyone, although of course those selling images for a living are really royally shafted.
