What program for illustrations ??

I was just wandering wich program is the best to use for illustrations. I am totally into photography, but my wife wanted to start doing illustrations. So it would be great to know what kind of program is the best to start with.

Adobe Photoshop & illustrator! These are my main tools!
I love to save my vectors as photoshop shapes so I can retrieve them by opening the PS immediately!
Illustrator is stronger for vectors & photoshop is stronger for brushes effects & making 3D... At least that's how I use them :)

I would personally utilize Adobe Illustrator with a graphics tablet (you can get an inexpensive one for around $100 that should be fine for someone just getting into it). Illustrator is based on vector imagery, meaning if your wife one day decides she wants to put one of her illustrations on a billboard she can because vectors are scalable without losing quality since they are based on mathematical equations.
